Nigel said it was a sledgehammer to crack a nut with all the gantries and signage, and that the 50mph limit when the hard shoulder was allowed was absurd — trucks would be doing their normal speeds when they encountered broken down vehicles. He said that they should simply allow people to use the hard shoulder to leave at the next exit everywhere but with a 30mph limit — then it would be self regulating as people would only use it when traffic on the main carriageway was doing less than this.
