A team of students from Georgia State University in the US made this film to highlight the stupidity of unreasonably low speed limits. In this case the 55mph speed limit on US highways.

The video highlights exactly the kind of crazy and dangerous situations that will be created by complusory speed limiters (we already see this on dual carriageways and two lane motorways when one HGV tries to overtake another) and equally flawed ideas such as the pace cars being promoted in Doncaster.
The imposition of foolhardy speed limits enrages drivers and incites them to undertake activities they would not otherwise consider.
As a radio presenter once said "Did road rage exist before they invented traffic calming?"
